PASCAL debugger won't look for tex.psc on [tex,dek]!

Frank points out that PSFORM is smart enough to force line breaks after BEGIN,
ELSE, CASE, etc. This is a big help, since it will allow us to make a TEX.PSC
that has all its counts counted. So, the next time you make a TEX, after you've
run TANGLE, here's what to do:

Note that PSFORM can not currently handle file names with PPNs. Sorry. Also,
I increased the size of the heap that PSFORM gets, so it can handle TeX in
one swell foop (Frank had had trouble with this).

OK, I put TEX.DMP on SYS: and ran KILPHN. By the way, it takes a few
minutes for KILPHN's actions to become effective, and at that time, everyone
gets booted out of TeX, so it's good to run it during off hours.
